Laws and regulations are created by entities the legislative bodies don’t and are made by organizations. Is it illegal for a serviceman
in military service to enlist in the US Army?

What is word? When we say against regulations, what is the point of your sentence? I should be careful with this coding fact that there is no single word like that.
Your example complicates matters. Does the military enforce its own regulations on any subject? So there really is no distinction for those subject to the UCMJ. How is the UMCJ a law but delegates authority to commanders to enforce regulations? If you are a registered trademark, you are in violation of the law.

When parties subject to these regulations violate them, they are said to be out of compliance or non-compliant. In such case regulator may issue Notices of Violation, which could carry civil penalties, depending on factors such as severity, adverse impact, willfulness, and repetitive nature of violation. So what is the correct word for non-compliance? Illegal is to law as

This second example is different, because the Army is not a regulator in the sense that OSHA, NRC, and EPA are. What do you think is the best way for an Army officer to express his or her opinion when he/she says to a subordinate, “That’s against regulations”? So first of all, now could I write an
