What is an all-around one-word replacement for “applicable in every situation”?

What words should I replace the bolded phrase in this sentence? “Half

will be done by the people. All the people will be pleased’ ” and ” I don’t want anything to happen other than for a reason!. “

As a foreigner, I thought of passe-partout according to Collins Dictionary : that which

passes or allows passage everywhere. The problem

is that you want a positive word but you can use a negative word as well. What doesn’t make it “pas passe-partout”, which would be a good expression, especially in French. But more something like inapplicable or non-applicable.

Silver Bullet

: something — something that — acts as a magical weapon; especially : one that instantly solves

a long-standing problem; To say you “need something” is to say nothing will magically solve the problem, like a Universal Formula would.
