This ranking only describes the relative performance in one dimension, without referring to other things in the outside world “osmosis”.
If I say,…

I”m not sure how this concept gets conveyed to the reader correctly.
Is there a more fitting word to describe the confinedness of the ratings?
What is the general public’s opinion on this: Can a big city find cheap, transparent, in-demand broadband broadband? If not, why?
