Illegal is to law and irregular is to regulation in the most literal sense.

Cambridge Dictionary:

formal (of behaviour or action) not according to usual rules or what is expected?

Releasing goods without an invoice is most irregular.

Regulation noun An

official rule, or the act of controlling something: safety/health/traffic/fire/security regulations.

What is word? When we say against regulations, what is the point of your sentence? I should be careful with this coding fact that there is no single word like that.

Your example complicates matters. Does the military enforce its own regulations on any subject? So there really is no distinction for those subject to the UCMJ. How is the UMCJ a law but delegates authority to commanders to enforce regulations? If you are a registered trademark, you are in violation of the law.

In such case regulator may issue Notices of Violation, which could carry civil penalties, depending on factors such as severity, adverse impact, willfulness, and repetitive nature of violation.
