What is the meaning of “There are published procedures”?

What is meaning of fe? Is past tense mean “spread”? Does the word spread not have the meaning of “distributed”. Various correct alternatives might be:

  "There is widely distributed information on procedures. "The procedures are spread throughout the training manual. " "He spread the news of the switch in procedures. ""I  

hardly understand what you mean by “‘” I guess I just know that in a way I will eventually be back.”
