Why do people worry so much about a certain thing, versus worrying about doing something? Are you concerned about not doing something?

    I believe the writers are all native speakers of English and, surprisingly to natural speakers of English, they seem to be saying it exactly the other way round when, in fact, they mean the same thing. Which of contradicting expressions would be correct?
