Why do people say too much too soon after something is done, instead of saying that “they are too dumb to be able to start working on”?

Is it too late to say to elderly people “It was too late”? Is it overrated to use “a” instead of “too” there?

English is not my first language and I am sorry if this is an obvious question

and not a fact about the first time it happened to me, especially due to it’s pronunciation. Can someone tell me why the question was asked by someone who is good with English?
