I don’t understand the grammar of ” the better to hear “. Is the elliptical form really elliptical? How do you understand the phrase in this sentence?

Are those words in quotes from “Little Red Riding Hood” a reference to the movie? In the show, the girl is told by the wolf that she is her grandmother, “My, what big ears do you have?”. Is it better to hear you with the wolf? Or, it could be a reference to some aspect of the character or person Frank having one ear which works better or the other. I’m a linguistic junkie and a student and

I would say the better to is an idiom that means to better.
