What is the most complicated word associated with idling?

Sometimes it takes an awful lot of time to process a file. Or students working on research problems may sit on a question for long without making any meaningful progress. Can someone suggest a synonym for sitting on and could someone suggest a word for the same? Do you have any good example

I’ve heard the term goldbricking used of bureaucrats, but from the definition “shirking or malingering” it may be an imperfect fit.

When the act of delaying a process is intended it’s called stalling and the verb is to stall. Can an intransitive be transitive or transitive?

I’d rather use other alternatives as there seems no intention of deliberately stalling there. Sorry for inconvenience.
