What is the meaning of “ability to take responsibility” or “self control” the way we speak?

Is there a word/phrase that I can’t remember that is bothering me? To be able to take responsibility for what you are doing or to be able to control your actions.

As an individual, if you “take away someone’s __________” in a legal or societal sense, you remove the responsibility for themselves. Minors are considered not to have this thing, and people incarcerated would also be considered to not have it.
