What is the formal equivalent of “winging it” by the phrase called “winging it”?
I am currently drafting a critical analysis evaluation, versus the performance of a project I was involved in. My thoughts are not always expressed. One team member of the project was, for lack of a better word, winging it.

I don’t wish to use the phrase “winging it” in my report; is there perhaps a more formal equivalent that I could use?
Will the upcoming Trump Administration be more responsible for his or her actions?

Your team member was incompetent…. not being professional..in
any way.
I cannot think of a parallel pithy phrase equivalent to “winging it” in a more formal manner. I suppose you could try “making it up as she went along”…?
My question was directly in other people’s perspective. So be fair to you. I’m sure you can save a better explanation for this.
