What is the difference between ‘Bid Welcome’ and ‘welcome’?

While watching Lord of the Rings, mouth of Sauron is saying ” my Master bids thee welcome. Is here someone has got this information? So, I was wondering why just not simple-welcome.

This is deliberately archaic, stately, formal and weird and contains a hidden insult. How we speak and what we expect today? Not only is it over complex “bids you welcome” instead of “welcomes you”, it uses the old first person singular objective form “thee”.

Grammatically it is similar to “If it were that bad morning”

and normally you don’t say that either either.
