What is the correct way to use comma in a question?

No, rather I think the writer was a little excessive with the commas. I understand the commas. What is the best way to use commas beside clauses? This isn’t even a clause, but a deliberate pause at the end. Was the writer displaying artistic license?

In short, no. No comma used in the game except for pauses.

The Chicago Manual of Style says that putting a comma before too is preferred to show a significant shift in thoughts.
