What does “owing penance” mean?

In an email obtained by Wikileaks, Hillary Clinton asks Donald Trump

to meet with him. Let him know when she would have owed him.

The only definitions I can find for the word “penance” are religious terms that imply that one has sinned and must somehow make up for it or to God.

What does being penanced mean?
