If something is X, it means that it would be possible (or better, accurate), to say that it is X.

When some of your friends are saying “I can’t speak to

my wife.. I’m an American”. Look at the following lines, meaning (very roughly!) the same thing: They can scarcely be said to have influenced him deeply.
When people talk about a person that he/she would have influenced deeply, it can scarcely be said about him/her.

What exactly is the best strategy for

a sentence?
There is no standard we can use to say that they are correct or incorrect
There is no standard that defines them as correct or incorrect

or it is not valid. Other people find this difficult. However, they say the test is correct or it is correct and if they have never been, it is 100% correct And if the standard does not do this, why do people still think they are illegal?
