What are the proper sentences to use in English?

I see a sentence: “The department-wide (Noun) changes (V) suggested (?) by (Preposition) Ms. “Juntasa Ltd. received unanimous approval from company management. It is very good news for this initiative. What type of word is suggested? If it is Adj, why don’t have one noun after it?

Where should I start?
