One word for “tend to ignore”?

I am reading an economist article. Did you read it during this? For some reason the writing seems extremely simple and colloquial.

For an exercise, I want to create a rewrite it by retaining the arguments, refutation, facts but by changing the wording I.E.P. mSnw in Msgr. frank if I don’t know how to write it in English. Which one would you use?

What is a word for “tend to ignore”? Original text: the migrants tended

to ignore

its potential for making a new home like discard?

What is rejection? Is going to be ignored? Why is your attitude considered inconsiderate? (these feel not right though)
