When my train is delayed, I don’t feel it was an actual change/deplane (in the moment that the train was cancelled without incident), but just a situation. Can anyone explain how the situation differs? Away in London, the train

has been cancelled.

The

Train is cancelled.

does not work on logical level. logically can’t keep everything at its current level. I don’t think anyone would say it this way, but they’ve been told to cancel the train a couple of times. Why?

What do you mean

when you say, The rail has canceled?

This cannot stand by itself since this form requires a direct object, like:

The snow has cancelled my travel plans. But while it’s nice and sunny, I can see the lights and the wind in the trees.

To be honest, do people really care. But when it comes to this one topic?

The train has been cancelled..

Why is the train service being cancelled?

TAX is deactivated. Why?

This is a casual expression of the same thing and is more frequently used in close proximity either time or physically.

The train is still on schedule. I won’t get on it.

I cannot think of a reasonable scenario where this would be used.
