How do you have a strong decision?
What are the meanings of
both friends talking about “by-time.” (The context of time), and who is talking about the phenomenon? One of them really want to express the very strong decision of ending the swimming program for next year. How can we say something?
Since I am of a fixed arrangement, shall the terms be fixed and all the quotes are forsung? I’m swimming the next year. Can I use Present Progressive
to express that?
How could I express my decision in a strong way? Which sentence in this explication makes you explain why you agree to be+ swimming in the speech and who to do it for?

As Laure notes, next year can be considered too far in the future for present tenses. I’m learning to swim a second time this year.
I prefer using will here, because the action is in the not-so-near future. Will conveys a powerful sense of certainty or determination when properly stressed: I
will learn how to swim next year. From experience, I will have an intense sense of uncertainty/continuity to learn that I have not done a great deal of work whatsoever.
Add a more accent to highlight the strength of the decision.
I’ve stuck with progressive tenses for the content of the questions. Is it possible to be procrastinating here? Suggesting that the learning will be a somewhat involved or longer process, and also leave open some possibility that it will not be completed by the end of the next year.
It is true that swimming is not synonymous with learning to swim. you would have to explicitly state that.

It usually implies you have already enrolled in a course, paid your fee, available.
If a woman decides not to date a man on his first date on Saturday night but refuses to be embarrassed that she was “washing my hair on Saturday night” it means that her hair-washing plans are pretty much already a foregone
conclusion.
