How do I make sure to make it clear with a short vowel in the speech?

Why are we so dumb?
Which is the capital city of Germany, or the capital city of the whole German Empire? Is or I followed this link in ? Why is the first vowel long but is unstressed, while the second one is short and unstressed, if you have something similar and this is not a vowel in two cases?
How do I pronounce words with emphasis but the second vowel is long? In Russian, stress vowel twice as long as unstressed speech. It’s the longest sound in the word. In English, however, as I know, you cannot change the length of a vowel as you want. The only mistake you can make is that when a vowel is half an vowel you should have a short vowel. What are the causes of incorrect pronunciation of words, such as for example: the meaning of the phrase changed.
I tried to ask a similar question at a different website but failed. What are the chances I missed something? I think I didn’t receive a very good answer there; all that I understood is that English unstressed vowels are diffuse. Can you please clarify your question?

In Russian, you do a lot more than make it longer 😉

Compare:

Write as: Pro to’go ko’torogo (lyubila)

Read as: Pra ta’vo ka’torava (lyubila)

In the case of Berlin : I suggest 2 changes to the sound:

  • make it longer (as you already suggested)
  • pronounce it louder (of course, louder as compared to the other sounds).

Should sound like “blin / u043bиu043d” (= pancake) but with detached “b”: b lin / b(a) – lin. The quality of “i” is the same in both words.
