I want to say

During the past years, efforts have been made to… Since

the scenario is that there are many groups of people involved, I am not sure which one I should use.

Effort can be used as an uncountable noun or as countable nouns, in which case its plural is efforts.

An effort has been made to protect the environment.

Many efforts have been made to create this environment. What is more, the more difficult it is to create these conditions so that individuals can get the desired outcomes.

In general these are

both grammatical.
