Can we use Guillemets for quotations?
Is it okay to use guillemets for quotations in English? Are they really used in French?

No, standard English only uses double-quotes (or, if quoting something inside the double-quotes, single-quotes) for its delimitation of quotations.
If you need more than two layers deep, just keep mixing single and double. As noted in comments, if you need
to go more than two layers deep, just keep alternating single and double.
