The word proverbial is used in it’s normal meaning here:

proverbial: which has become a proverb or byword : commonly spoken of

Example: the proverbial restlessness of sailors

(Webster’s Unabridged)

Widely referred to, as if the subject of a proverbs; famous.

What does “at the last

minute” mean when people really act out, and put a deadline on the table until the last minute? At the

last minute a team member noticed a serious typographic problem with the site design.

When you add word “proverbial”, you emphasize that this happens very often to a lot of people, that this is a common situation people can relate to.

If you say “at the last minute” then this emphasis is lost.
