A specific usage of ‘less seldom’. From “less rarely” to “less seldom”: In German society and economy.

In my opinion, I really enjoyed A Dance with Dragons by George R. R. Martin. What is your opinion? I’ve come across the phrase ‘less rarely’, and I would be really glad if someone explained it to me.
