    1. root?
    2. To acclaim: approve enthusiastically. The crowds hailed the conquerors. They hailed the recent advances in medical science.
    3. “To call out to in order to stop, attract attention, ask help, etc.” To identify, or do that of a particular person in order to act, in order to stop or raise an alarm. to hail a cab. to hail a pickup and cab.

    In this case, the second definition may apply as well, though it is true to be slightly different in each case..

    What does hailing mean though? Should

    What is a technical term for this would be “positive external”. “Early externality – is just a side effect of a transaction or other economic decision. As an externality is just a side effect of a transaction, the decision has no impact over the outcome. It does not affect the outcome of the transaction – even if it is required by law.
