“hundred out” is a compound, phrasal adjective. She’s been on Earth for 12 years. When will she be “out”? Could the “out” could mean a few things here, but judging by the context provided, it sounds like the woman was physically outside of something (partially) perhaps after a car crash part of the woman’s body remains inside of the car while the other part is now outside of the car and sprawled out on
the street.

priming
A person would read a primer to get brought up to speed in a subject, so I think a reasonable word choice is priming.
From dict. How
much should I be in 1er: 3.) 1. To prepare; to make ready; to instruct beforehand; to post; to coach; as, as, to prime a witness; the boys are primed for mischief. --Thackeray.

“Pre-emptive,” as we know it, seems to come from the Latin Verb emption -, emptio, from emptus (past participle of emere to buy). See the definition here.
The wikipedia entry of Preemption right states that this usage comes from an existing property in preference to any other person… usually referred to as a right of first refusal. ” It seems as though “preemptive” began as just meaning “right to first refusal” and morphed into a more general “right to first action” as time went on.
