Your example complicates matters. Does the military enforce its own regulations on any subject? So there really is no distinction for those subject to the UCMJ. How is the UMCJ a law but delegates authority to commanders to enforce regulations? If you are a registered trademark, you are in violation of the law.

The Standard Organization and Regulations of the U.S. Navy (SORM), OPNAVINST 3120. examples: F.R.H. 139, of the Civil Services Division. In general, Section 32 is applicable to the U.S. navy and is applicable for any other. Military personnel who are serving, however, other than the Navy. Its purpose is to issue regulations and guidance governing the conduct of all members of the U.S. Navy. The specifications provided in the Manual are not intended to contradiction or supersede any provision of Navy Regulations.
As an MA, you should know and understand the contents of the SORM as it provides guidance in performing the duties of an MA, defines U.S. Navy and unit organisation, and outlines regulations that you may be responsible for enforcing. Only this chapter discusses the regulations. Should your application be printed in italicized type in the SORM if your member of the U.S. Navy is not included in the certification?
