Is consistent important to you?
If they usually change their position and this time they have not, then this time they are being inconsistent. I know of
some people who change their minds once and for all, but not this time.
Which means that they are usually indecisive, constantly changing their mind, but this time they made a decision and did not change it.
If you mean (in your mind) that they don’t usually change their mind, but this time they have first saying “yes” then “no”. then you might say
That, Usually, they stay consistent (with their first decision) but not this time in their dreams.
What are some interesting thoughts on tithing from a book?

In the text the first sentence seems to follow the pattern you
are looking for The food which was placed on the picnic table attracted a large number of flies.
Cooking: The food placed on the picnic table attracted a large number of flies. Also try and avoid overhanging food.
When everyone ate food at a picnic, one person said it would attract flies.What is the source
of the flies?
I stumbled upon a point which was incorrect, is barely understandable. But that wasn’t true.
In your second sentence
Dissatisfied with the service at the restaurant, the meal really was not enjoyable.
Does not appear to follow the pattern you are searching for since the adjective clause doesn’t modify “meal”, but it is correct and understandable.
