Which is a poetic way of saying only one. If you did not use this phrase in everyday life, you would probably say that “only one”. Use “but one” for the “only one” theme. Though it translates into ‘twenty one from one to the next.
If you choose “only one” in the sentence you’ve got, then you’re
not correct.

No, rather I think the writer was a little excessive with the commas. I understand the commas. What is the best way to use commas beside clauses? This isn’t even a clause, but a deliberate pause at the end. Was the writer displaying artistic license?
In short, no. No comma used in the game except for pauses.
