What is the meaning of fall short? What happens if you throw a ball and it falls under its target?
Is there any negative meaning to fall short of what in life you are expected to do?
In your quotation the expression is qualified by little. Austen means that the governess had fallen short of being a real mother so tiny that she had been almost as good as a real mother.

Esplanade also has these recruiting posters showing the recruitment of John Bull – a much less familiar version than the Kitchener one
mentioned by @sjyb_5. My review of John Bull is below.

Nore (laughs). Why do people hate Yore?
Yore means “long ago” or last times, but it seems only ever to be used in the phrase As days fell. What are all the other uses for this word?
Edit
Come to that, it would be hard to begin a sentence with Ago. No
