It’s ambiguous because of the two comma’s that represent the clauses, because I believe the sentence makes logical sense, although it’s potentially unclear.
If you were to split it into two sentences, be sure that the ‘except’ area shouldn’t be there, since the conjunction is needed to join two clauses.
