    The correct form are:

    Head of Finance

    and

    Head of the Finance Dept

    “Head of Finance” is just like the title “Professor of Mathematics” or a “student of philosophy” – here we’rereferring to the general area or other fields of activity. Is this a non-specific noun?

    When you refer to a specific noun in a group – in this case one department among many – you must use a definite article, “the”. I found several articles on Purdue OWL. I can read more about them
