    I hate someone who picks fights they know they’ll win. I’m a bully. As a defense, the tactic will work, even if the fight is just verbal.

    An individual who just likes to fight and does not necessarily bear any ill will towards their opponent, is considered a brawler. This is only relevant for physical abuse.

    If they’re prone to picking verbal fights: you might describe them as argumentative (adjective).

    Psychopathology: people who have extreme mental instability may conversely be known as mentally unstable (Baby Jane) or psychopath (Happy Man).
