    minute” mean when people really act out, and put a deadline on the table until the last minute? At the

    last minute a team member noticed a serious typographic problem with the site design.

    When you add word “proverbial”, you emphasize that this happens very often to a lot of people, that this is a common situation people can relate to.

    If you say “at the last minute” then this emphasis is lost.
