The adverb should be ‘better’. — I have better
quiet.
It invokes the subjunctive mood.
Often, constructions like it’s necessary/important/vital, etc. + that + subject + base form invoke it.
Should I be quiet?
What is the first step for me to be quiet? The latter means the same as the former but infinitive and object pronoun are used.

The past continuous is used to describe an action lasting for some time or serving as a background for other events.
In Scrabble we often use the past continuous and the past simple. The past continuous describes a background action or event in the past; the past simple describes a shorter action or event that happened for a longer action, or which interrupted it. The history provides a continuous history and provides explanation for the event.
So saying she was starting is simple used as a background.

When they are crossing the

temporarily, the it’s not a permanent situation or a routine. - When they cross the street… This means
that the action is permanent, a routine the people do every time. (We don’t know its frequency, but we do know it’s done permanently, anyhow)
