Which is better… CONSTRUCT or CONCEPT? What are your views, feedbacks, and suggestions about the “build” project?

I am not sure whether we can use build and construct as the following sentence would

be very appropriate. The report said that the loss of natural disasters has increased tremendously because we don’t respect the environment and build/construct unsafe cities.

What should be the best solution?

I suspect that ‘construct’ is preferred when we deal with for more abstract e.g.. “construct an idea”, “construct the events happened 20 years ago” etc. ‘build’ is often used with something physically e.g. a stone. How do I build structure, build lab etc.? I come across many sentences where how build is used with an analogous word like ‘build the argument’, ‘build the character’ etc. And

other example words like ‘build the argument’ etc.
