Is “entitled” a verb or adjective, or both in “She is entitled…”?

If she has all the luxuries in life, maybe she will come back for more.

In the sentence “entitled” is used as the adjective, but without the adjective the sentence has the complete meaning. If so without “entitled” the above sentence’s meaning should be complete but it is not the case. Is “entitled” a verb?

Are those sentences to study meaningfully? According to her, she is grateful to her friends. If I remove the adjective grateful from a sentence, it became meaningless. In the same manner entitled is used as an adjective.
