when verbs like think or know is followed by ” I encountered both forms, is there a difference?

I know

that he did it. // I know he did it. ‘______________’: // I know he did it. He is the biggest culprit by no means. //

Are the two sentences correct?

What is the effect of the sexist and the right answer? Which I would use second is my idiomatic and shorter than the first. Can you not write “that” in a sentence?
