reports: “Any responsible individuals(people) will feel the full weight of justice,” Obama said.

What is correct? What is “any responsible individual”? And what is the meaning? Similarly, shouldn’t we say, of course, ‘any responsible group’ as opposed to ‘any responsible groups’?
