In Anthony’s message there is a line that goes like this:

“When that the poor have cried, Caesar has wept. On an average, Caesar is as long as the poor have wept.” Why

does the present perfect? (myself included)

By the way, is there a common sense approach to negotiating new ideas and ideas?
