Are doing something active or inactive used often? If I’m normal, Is there a word that comes between these two adjectives?

A. The community members attend the meetings fully. How much energy are they producing on the community?
Those over there rarely attend meetings and come off as inactive – so I’ll say they are a tiny fraction.
