What does “lead on” mean?

Does “lead on” mean exactly the same thing as “lead on” in English?

In a text describing a user interface test, I came across the phrase “never leading users on.” What does the expression “wrong” mean?

When I grew up in Scotland, many used it misquoting Shakespeare’s Macbeth and would say “Lead on Macduff” as if to say “go on then, you show us the way”. When
