What is the use of “whether” in a sentence?

When a device uses line designs as a background, the use of line designs imparts the notion of constant motion, whether that motion be simply the air.

Which one should I choose. I am currently a student, and should I try to get back?

No. The sentence is incomplete. It doesn’t belong. Where the word “whether” indicates there is a potential alternative cause of motion other than air, it omits the principle of this expression, and does not add an interpretation of the fact that the word “whether” contradicts this statement. How do I write a sentence without using context?
