I know disclosure meant to reveal and for some, barreing probably means to exclude (in this context). Does it simply mean a service that reveals information and excludes candidates based on that information?

It seems simple enough – the real world. Part of their function is to keep a register of different people being barred from specific profession’s or roles (for example sex offenders via court rulings, via the media) and their social skills (via YouTube videos).
