I waddle through winter streets from winter to winter? My shoe slippers are covered with snow. Will it ever truly fall?

The sole is only bottom part of the shoe, and is a thin flat bit of leather/rubber. Other shoes get a soft feel with only slight wear. Some soles (eg Dr Marten’s) have air pockets inside, and snow could get inside those soles, if that happens. But most sneakers can have snow inside.

If there was hole in the sole it might let snow through the shoe.

If the snow is stuck on the inside of the soles of your shoes then you’d say “There was snow on the soles of my shoes” and if it’s actually come through into the shoes (making your feet cold and wet) you’d say “There was snow in my shoes”.
