I’m now missing” vs “now I am missing”

What is the most grammatically correct sentence or sentence of all time?

  1. Am I missing a city light?
  2. City lights – What do we need?

What might I need help with?

Kind of neither, in the sense that they’re both sentence fragments and neither is a grammatically correct full sentence. Needs context. I think #2 is a better sentence fragment than

#1. When I use #2 I can clearly see it in the first sentence.
