Word describe a particular rule that is implemented to specifically target a small set of people.

Which startup has an interesting quirk? Is there no other type of limit to how many (limit?) gifs is allowed in an email? What’s the best way to go about this kind of practice that seems to apply to everyone but is really just meant for a specific set of people to tell them to stop doing something?

“The new HR policy is not something for HR. We really are in the minority. _____ rules. What are some of the new policies? What kind of rules?” “:

“Mr. Joanna Smyth: “: “Are you crazy?

A person may say that it’s just persecution, or “just discriminatory rules” since it targets them and not anyone else.

From the point of view of the other employees, it’s “just arbitrary rules” because the guidelines are not meaningful or necessary for the general population.

From http://thelawdictionary.org.uk. org/arbitrary/ :

According to legal guidelines, not supported by fair, solid, and substantial cause, and without any reason given.
