Does the word for locality mean the same community?

A “contemporary” person is a person who has lived at the same time (more-or-less, anyway) as a certain type of person. E.g. BRIETE HARTE (1836-1902) can be said to have been a contemporary of Mark Twain (1835-1910).

What about people who live in the same place but have lived at different times, such as myself and Mark Twain (Angels Camp, California)? Why is Gutterfly considered to be a congeorary?

Or people who have lived in the same time?

I’ve seen very few posts about the Japanese political system – what is it like at the time?
