What are most important differences between “Many Issue” and “Many are the Issues”? What is the difference between “normal” and “correct”?
I am reading the text and see ” Many are the issues “. Why by all means is there many issues?

councils spend their time and resources? Some issues that deserve to be addressed, but arts and the environment are surely at the forefront of issues that any Government must consider investing in.

“Many are the issues that” is indeed a more florid, highfalutin’ way of saying “Many issues”. “See many people in this way”. How does “in the most efficient and worthy of ways” get reduced to “efficiently”?
